Sulong Pilipinas Regional Consulatation: PCCI Visayas Top Actionable Recommendations

  1. To help our Micro, Small, and Medium Enterprises (MSMEs), the government must provide financial assistance as part of the stimulus package for businesses, including access to affordable/low-interest loans before the end of 2020.
  2. To aid in the re-opening of tourism-related businesses, the Banko Sentral ng Pilipinas (BSP) and the Department of Finance (DOF) should encourage banks to provide financial relief through loan restructuring and access to start-up funds, and/or create a Special Purpose Vehicle Guarantee Fund where companies can temporarily offload their amortization payment to banks or financial institutions for a short period of time until the economy recovers.
  3. To ensure the continued education of Filipino students, especially those from the lower economic class, the Department of Education (DepEd) and Commission on Higher Education (CHED) must provide the infrastructure for students to attend virtual schools including providing tablets and affordable or free internet for online classes.
  4. To strengthen the country’s health and disaster preparedness, the Local Government Units (LGUs), Department of Health (DOH) and Department of Interior and Local Government (DILG) must provide proper training to healthcare workers, ensure quick response and observance of health protocols; establish adequate accommodation for patients and frontliners to prevent outbreaks through the construction of more facilities by 2021.
  5. To help businesses resume while complying with the quarantine guidelines, the Department of Transportation (DOTr) and Land Transportation Franchising and Regulatory Board (LTFRB) must promote and implement alternative modes of public transportation to assist the commuting workforce.
  6. To ensure observance of laws and guidelines, the national government must be consistent in its pronouncements and properly communicate these to the general public and the Philippine National Police (PNP) and Armed Forces of the Philippines (AFP) for accurate implementation.
  7. In order to achieve food security and economies of scale in agribusiness, the Philippine government should consider doing the following: 1.) promotion of farm consolidation, 2.) facilitate the formation of cooperatives, 3.) adoption of state-managed farming for idle public agricultural lands, and 4.) revisit the mandate of the Department of Agrarian Reform (DAR).
  8. To effectively implement social protection programs, the government should integrate the National ID and employ digital tools and technology to fast track distribution of social and assistance programs.
  9. To boost the country’s competitiveness, the Department of Information and Communications Technology (DICT) must ensure that internet service providers deliver world-class service.
  10. To facilitate the smooth implementation of ease of doing business in the Philippines, the Local and National governments must work on the digitalization of their various agencies and departments by the end of 2020.
